Government officials, who are paid to solve people's problems and who wield immense power and authority, constantly tell and teach helpless people how to solve problems, and this is called victim-shaming and victim-blaming. You can give a mentally, physically ill beggar a pot of gold, but that beggar would still continue to beg; the same applies to government officials, who always find a way to prevent things from being solved.
