i'm criminally late to this discussion (and this fandom definitely discussed this before) but i want to point out that fyodor's card is a jack/knave, a card that can be trumped by two, or in some cases, three cards (if we include the ace). so bearing that in mind, there's two cards of the highest rank above him, plus one that could or could not be on top of all. if nikolai occupies the joker, and fyodor the jack, who from the doa occupies the queen, the king, and who is the ace? who trumps fyodor, and in what order? i honestly have no clue if there are any other chapter covers after this (chapter 73) with card symbolism on them, i might or might not check later. all in all, my question is - are we really sure of the power ranking within doa? do the other cards even belong to doa members? could the ace be sigma and his currently unknown power? is dazai the ace that stands above fyodor? or someone else, someone unexpected? anyways, this might not even be so important, i just thought i should put it out there.

okay, i AM slow, but bear with me. after watching the latest episode, it caught my attention that teruko says these exact words and (pay attention now, i'm literally aiming at nothing and connecting no dots whatsoever) and possibly alluding to the card-play. so, from her words, sigma would be placed as a king in the card deck. but, there's another thing.

this panel, which also caught my attention while i watched the episode.

fyodor places sigma above the hunting dogs, himself AND dazai, while also equating himself with dazai, at least intelligence/power-wise. and since we 'know' what fyodor's card is - that would make dazai the jack as well. that leaves us with two empty spaces in the higher level/power spectrum - the queen and possibly an ace. those spots can be occupied by the remaining doa members, like bram on the place of a queen (perhaps) and fukuchi then being the ace, or they don't have to be doa exclusive at all.

however, neither of the places have to mean anything exact, or be permanent. it's more likely a mere battle of skill, wit and determination and who will, at the end, come on top - as a king or an ace. can sigma climb to the top himself, or will it be someone from the agency or agency as a whole? will it be (merely guessing again) someone unexpected? will the entire deck shuffle and positions completely change? the possibilities are endless, and so are my hopeless shots in the dark with these (i daresay) analyses.

Both Kenji and Mykola are compared to or portrayed as wildcards (in some games the joker acts as a wildcard).

Fyodor is shown both as a jack and as the one holding the card. He's a jack of spades, which is (most often) the highest suit. But he's in the hands of Sigma.

Atsushi and Akutagawa are obviously connected, as they're the new double black. It'd fit if they were a queen and a king, because in some games (for example 1000) they form a marriage, which is worth extra points and its suit becomes the strongest one. (Also the name "double black" could mean they are two black cards, and only cards of the same suit form a marriage).

Chuuya has to be a high card. His ability is powerful and Dazai says Fyodor used a "despicable" card

As for Sigma, I think they're outside of the card ranking. They're only holding the cards and Fyodor says they're more powerful than him and Dazai and a "foreign element to this world" - maybe because they're not a card, but rather the player? Or more: the ultimate player who'll get to make the final move. Dazai and Fyodor are the current players, but I believe Sigma will become one too. Chapter 106.5 suits this interpretation, as Dazai literally left the rest for them - maybe have them his cards?

What's more is that cards have four suits (club, spades, diamonds and hearts) and there are four main organisations / forces in the current arc: ADA, DOA, Hunting Dogs and PM (I'm not sure about PM, but idk what else and we got Aku and Chuuya present. And the Mafia played an important role at the beginning of ADA's chase).

If we take what I wrote about Fyodor being a spades, does it mean the DOA is the most powerful organisation? But even then, they're still held by Sigma, who's not really on their side (on their own or Dazai's). Also, even if they're the most powerful suit, the marriage (which I compared to Atsushi and Akutagawa), if formed, becomes the stronger suit.

This is centered on Kunikida and Ango becoming friends, with a side of Kunikidazai, and internal conflict on all sides. The summary:
