I have to say it, if nobody else will: This is one of McQuarrie's few failures and it is a big one. This is an awful, boring design, bereft of interest and soul. It's not even a coherent design, the saucer and the main hull don't work together at all. And, why would Starfleet go backwards and make less sleek and beautiful ships?

I am aware that sleekness is not necessary in a spacecraft but, compare this monstrosity with the boxy, blocky Earth Force destroyers from Babylon 5...
