“After the war, the Federation Forces managed to learn about part of Zeon’s Newtype research. The Flanagan Agency had relocated to Axis, either taking along or destroying all of its research materials.

The only remaining clue was the blueprints of the psycommu-equipped mobile armor Zeong, which were left behind at A Baoa Qu. They also had the Gundam pilot Amuro Ray, the perfect test subject for studying the nature of Newtypes. The team assigned to this research unanimously concluded that some humans displayed a high degree of intuition and situational awareness in the battlefield. The upper ranks of the Federation Forces thus established Newtype research institutes, and supported their research over a long duration. 

Their goal, however, was the artificial creation of people with Newtype abilities. These enhanced humans, whose minds were restructured through drugs and hypnosuggestion, indeed demonstrated the same abilities that Lalah Sune once did. Their fabricated psyches, however, were even more fragile.”
