Obviously, Korra was speaking out of frustration of her current position of her inability to do anything by herself, which resulted to her giving a comment that was out of line to Katara.

What did Katara think during this moment?

She’s known to be the best waterbender in the world, but sometimes there are situations where her abilities weren’t enough to save the people she cares about. Did she think of the time Jet was dying but she was unable to save him? or how about 21 years ago when her husband’s health was failing because the years in the iceberg had drained his inherent life energy and she probably spent every day doing the best she could to save him but eventually he died. Or her brother who probably died in battle (My headcanon is Sokka died protecting 4-year old Korra from the Red Lotus) but she was too late? Lastly, when Korra came back from Republic City and lost her bending abilities and she couldn’t restore them, Did she feel like she failed Aang yet again? Thankfully, Korra realized her mistake for giving out this comment and Katara continues to be patient and encourages her to let all her anger out as she has dealt with the Avatar being frustrated before.
