Fleur should have won the 1st Task: A Comprehensive Analysis
The First Task Objective: retrieve a golden egg that was being guarded by a dragon
Cedric's Performance: He used a aTransfiguration spell to change a rock into a dog to distract the dragon. He was partially successful; the dragon took the bait, and Cedric went for the Golden Egg. Halfway through, the dragon turned its attention back to Cedric, and burned his face. Cedric retrieved the egg, however, and passed the task. (from wiki)

Fleur's Performance: She enchanted the dragon to sleep, but while retrieving the golden egg, the dragon snored and let out a jet of flame that set her skirt alight. She extinguished the flames and retrieved her egg

Viktor's Performance: He used the Conjunctivitis Curse to blind the dragon and retrieve his egg. However, he got docked points when the dragon stumbled around and smashed half of the real eggs.

What does all this mean?
Cedric probably took the longest
Fleur is the only one who didn’t lose points for something (crushing eggs/injury) that we are told about
So, why is Fleur in last place?
She is the one of 2 Champions that wasn't injured. The text explicitly states: how the other champions lost points and why. Fleur wasn't injured, she wasn't even in the medical tent like Cedric, yet she was in last place.
I have no answer. I don't think it makes sense based on what we're told. From my standpoint, reading what we're given, Fleur should be in 1st or 2nd place.
First place: She wasn't injured, all the real dragon eggs were intact, she retrieved her egg, was maybe the 2nd fastest.
Second Place: She wasn't the fastest, and her skirt caught fire. Yet she was faster than Cedric, maybe quicker than Viktor, uninjured, her spell worked, and she completed the task
This is longer than I originally intended but BY MERLIN, FLEUR DELACOUR WAS ROBBED! I am of the opinion that Fleur should have won.
The only reason Fleur didn't win was because beside being a disgusting fucking xenophobe, racist, ableist terf, JK reeks of "not like the other girls" syndrome. Look at her positive female characters: into books and "too smart and deep" to care about her appearance (Hermione) and tough girl who never cries and has manly interests (Ginny) and notice how they are portrayed in contrast to the negative female characters, who are vapid and superficial (Parvati, Lavender and yes, Fleur) or whiny and weak (Cho). People can argue Fleur got her redemption arch when she stopped going after pretty boy Cedric and married scarred Billy Weasley but I say: Redemption from what? Having a crush on the cute guy of the school at seventeen? Why would you even think a girl needs to redeem from that in the first place??

But slightly more seriously, yes. I do feel Fleur consistently gets the short end of the stick characterization-wise. She’s immediately dismissed and denigrated on the basis of… what exactly? She’s a pretty, talented girl with a (horribly rendered) accent.
It didn’t escape my notice that of all the champions only Fleur is the one who we don’t get the scoring of. Only Fleur has missing information. Only Fleur doesn’t get a narrative arc in GOF. She gets a tiny scene with her sister, and only after she shows appreciation for Harry does she become more sympathetic from Harry’s POV. She is consistently the weakest champion even when she really shouldn’t be. The very narrative dismisses her potential.
