I think the real question we should be asking is how the VP keeps falling for Toons showing up in disguise. How does that keep happening?
Less sillyposting answer:
In my Toontown story, a Cog's identifying information is stored in their emblem which are scanned/read by other Cogs! (Kind of like a non-visual nametag with extra information like level and promotion status) The reading overrides any optical inputs the Cog is receiving. Some Cogs can figure out something is amiss pretty quickly though, and they know Cog disguises are A Thing :tm:.
The emblem is technically the only part of a Cog Disguise that is absolutely necessary, but at there might be enough sensory discrepancies without the clunky metal suit that their disguise would be busted more quickly. Resistance Rangers who keep multiple Cog disguises for different purposes keep multiple emblems on them.
Toons straight up just steal the Merits/Cogbucks/Jury Notices/Stock Options that had been accumulated from any Cogs they defeat, since they haven't found a way to fake those yet, among other things. A Toon's Cog disguise is a combination of cartoon charades, acting, and actual identity theft 💀 Low level disguises are MUCH easier to fake (hence rental suits) because Cogs low on the corporate ladder are just That forgettable and disposable to other Cogs lol. But on the other side of things, when you get to high enough status (Tier 8 Level 50), Cogs can straight up just get too scared to question you out loud even if they might suspect you are a Toon. It is only the bosses that are willing to openly scrutinize their high-rank underlings like that.
