For any Adept willing to reply, if an Imperial world isn't capable of providing their Tithe in any significant manner for whatever reason - be it in the form of materials for the war effort, recruits for the Imperial Guard, etc - what is the standard procedure that follows?

Standard procedure involves an inquiry and investigation by the Departmento Mutorium on behalf of the Administratum and the High Lords of Terra. Any fact finding is reported directly to them. Corrective action may take the form of governorship replacement or reassessment of tithes should the situation be beyond the control of the population. Namely environmental catastrophes or material scarcity.
