This might be what is going on! I just checked with another pic that shows the other side of the board.

While it’s not entirely possible to see what else was behind his hand before Sherlock knocked over the pieces, it seems like the white king was threatened by the black queen. This meant Mycroft was one step from losing, but he could have gotten out of it by taking out the black queen with his white queen. Instead he started to go for the irrelevant rook, which seems like he’s trying to in lose on purpose. Then Sherlock got mad and ended the game.

It seems like an analogy to events in TFP.
