While you're correct, this is not some extraordinary thing. It's always been legal to kill children under certain circumstances. Is it some great thing that we should be happy about? No, of course not. It's terrible that any child should die. All the more reason for Hamas to surrender and disband. Israel would never have the justification to kill any children if Hamas simply stops operating among them.
