So if survivors of the Nibelheim incident were experimented on, and we know that experimented people with jenova cells want to go to the reunion. Then wouldn’t that mean that some of those people in the black hoods are former towns people from Nibelheim?

Obviously most of them probably aren’t. But what if Tifa or Cloud did find an old acquaintance from from Nibelheim?

Yes, and it’s probably canon. During the Nibelheim flashback, Cloud can interact with two children in one of the houses. The little boy tends to copy whatever the older sister says. Later, when they actually return to Nibelheim, they encounter people in black cloaks. It’s heavily implied that they’re the former residents of the town. If you return to the house from the flashback, you’ll encounter two smaller figures in black cloaks. One of them has the same habit as the little boy from the flashback. I’ve always found it to be one of the more disturbing moments in the game.

It’s also mentioned in The Kids Are Alright: A Turk Side Story. One of the plot points of the story is that the main character, Evan, is trying to find his mother, who he lost contact with during the events of the original game. He discovers she had taken a job in Nibelheim to care for some human test subjects. When they suddenly left town, she was instructed to bring them back, but she and the test subjects died on the Northern Continent.

His mother leaves behind a report naming some of the subjects. The ones she located were: Kaitlin Stark, Edmund Stark, Trevor Schoen, Ezra Monte, and Ian Meadows. She was unable to find three others: Rick Fergus, Lisa Tutti, and Senna York. She also mentions discovering seven other bodies, also apparently test subjects, who she could not identify and assumed came from somewhere other than Nibelheim.

TL;DR canon events more or less back up your theory.

✏ Tifa [FF7 Remake] ✏ I still have a hard time to draw her new outfit XD Can’t wait to have the game to see it in details ! Right now I’m in a ninja  mode to avoid any spoilers, I even hide the tags about FFVII remake hehe, this time, I won’t fail like with FFXV lol

I’m never going to be impressed by any character doing something cool with ‘one arm tied behind their back’ anymore because you know what? din djarin took out a whole base full of stormtroopers with one arm tied up… in gently cradling a baby like it’s the most important and precious thing in the world. and honestly how could anyone else compare after that
