So I think the two factions of the watermelon Steven’s represent the different expectations put on Steven.

The pacifist tribe can be interpreted as Steven as Pink Diamond, trying to compromise and minimize hostility.

The war tribe can be seen as Steven as Rose Quartz, starting a war and fighting till the very end.

Steven took neither approach because he is neither Pink nor Rose, and I think its foreshadowing that he will defy the Diamond’s and the CG’s expectations in the next episode.
