Flora is an entity that travels between time and space to deepen her understanding of humans to better assist them.
She is regarded as the "Flame of Hope and Fortune" by some cultures in Beatrice's universe. That moniker comes from her typically benevolent behavior, which inspires hope, and her ability to grant wishes even though the way she does so is completely up to her and is likely not to follow how the person expects it to be granted.
In the cultures that believe in her existence she is recognized as a protector of the weak.
The night that she met Beatrice was not planned.
It is true that Flora had been observing Beatrice for a while, but that night she had been on a date at a charity event. The date ditched her halfway through the event, and Flora decided to take a walk in the park, eventually stumbling upon Beatrice. She found Beatrice to be more gentle in a private setting than she had seemed when she observed her from the crowds that would be attracted by Beatrice's "fortune-telling". That behavior made Flora decide to grant her a wish, and you saw how that went.
The invite that brought Beatrice to the mansion was actually Flora's doing, a final act to make sure her wish would be granted.
