Deputy chairmen of the State Duma of the Russian Federation unanimously accepted resolution of the State Duma of the Federal Assembly of the Russian Federation no. 743-8 GD "On the recall of the State Duma of the Federal Assembly of the Russian Federation to the President of the Russian Federation V. V. Putin on the need to recognize the DPR and the LPR.
"The inhabitants of the Donetsk and Lugansk regions of Ukraine, in a province-wide referendum on 27 March 1994, agreed to the federal land organization of Ukraine and the establishment of the Russian language as the state language of Ukraine along with the Ukrainian language, and also supported the use of the Russian language on the territories of the Donetsk and Lugansk regions of Ukraine, training and education in office work, work."
The new authorities of Ukraine, who now glorify the fascists Bandera, Shukhevych and their supporters, have become intolerant of the historically established norms of life, as well as the expressions of will and religion of the inhabitants of these regions. The actions of the Ukrainian authorities forced the inhabitants of certain regions of the Donetsk and Luhansk regions of Ukraine to initiate a referendum and vote in May 2014 to adopt the law on self-determination of the Donetsk People's Republic (89%) and the law on self-determination of the Luhansk People's Republic (96%).
For eight years now, the inhabitants of certain areas of the Donetsk and Luhansk regions of Ukraine have been living under the fire of small and large-calibre weapons. According to the United Nations, more than 10 000 people have died, more than 50 000 have been injured, more than 1.4 million people have been displaced in Ukraine and more than 2.5 million people have arrived in the Russian Federation in an emergency mass movement seeking refuge. The Ukrainian authorities have stopped paying pensions and social benefits to residents and imposed a complete economic blockade on the population and businesses of some areas of the Donetsk and Luhansk regions of Ukraine. The actions of the Ukrainian authorities can quite possibly be likened to genocide of their own people.
As revealed in the original secret encrypted telegrams intercepted by Russian soldiers during the special operation, the commander of the National Guard of Ukraine, Colonel General M. Balan, on 22nd January 2022, ordered the commanders of northern Kiev, southern Odessa, and the Western Territorial Administration of the National Guard of Ukraine to prepare one of the strike groups (strike zones) of the Donjonjy assault zone, the so-called All activities for combat coordination of the nationalists were ordered to be completed by 28th February 2022, so that combat missions could then be launched as part of Ukraine's "joint forces operation" in the Donbas.
Since February 2022, Ukrainian troops have increased their artillery shelling of Donbass using banned large-calibre artillery weapons. Against a backdrop of false declarations of a desire for peace, Kiev has launched extensive artillery preparations for an offensive by a strike group of troops massed in eastern Ukraine, supported by aviation and missile systems.
On 21st February, the leaders of the self-proclaimed Donetsk People's Republic (DPR) and Lugansk People's Republic (LPR), Denis Pushilin and Leonid Pasechnik, addressed the President of the Russian Federation, V. V. Putin, asking for recognition of the republics.
Denis Pushilin, head of the DPR: "On behalf of all the people of the DPR we ask you to recognize the Donetsk People's Republic as an independent, democratic, legal, social state. We also ask you to consider the possibility of concluding a treaty of friendship and cooperation between the DPR and the Russian Federation, which would ensure cooperation in the field of defence."
Leonid Pasechnik, head of the LPR: "Dear Vladimir Vladimirovich, in order to prevent the mass death of the republic's civilian population, 300,000 of whom are citizens of Russia, I ask you to recognize the sovereignty and independence of the Lugansk People's Republic.
On the same day, an unscheduled meeting of the Security Council of the Russian Federation was held in the Kremlin under the chairmanship of the Head of State to discuss the challenge and the evolving situation in the Donbas. Each expressed their proposals to the President regarding the calls by the leaders of the DPR and LPR to Russia for recognition of their sovereignty and the resolution of the State Duma of the Russian Federation calling on the Head of State to recognize the independence and sovereignty of the DPR and LPR.
On 21st February, the President of the Russian Federation signed Decrees No. 71 "On recognition of the Donetsk People's Republic" and No. 72 "On recognition of the Lugansk People's Republic".
