It seems many of fans are disappointed that Loustat didn't even kiss in S3, but it is kind of understandable why the writers aren't doing that, unlike S1, which starts with a lot of sex scenes.

​Since S1 was told from Louis's perspective, their physical relationship was heavily emphasized, as it must have been a massive shock for him while he was still denying his own sexuality.

​S3, told from Lestat's perspective, however, shifts the focus entirely as Lestat goes through the painful process of accepting that the 'love' he received from Magnus and Gabriella was actually just sexual abuse, not the love he craves.

​The meaningless sex with groupies and his relationship with Gabriella in Ep1 couldn't soothe his loneliness and only made things harder for him. Yet, even a simple, genuine conversation with Louis on the bench makes him realize he has lots of work to do on himself.

Loustat is processing their profound trauma together, I guess the narrative intentionally highlights Loustat's emotional development and spiritual bond, showing that what Lestat truly needs is genuine affection and care from Louis more than physical intimacy or a simple kiss.

​Of course, they will kiss, and Louis should confess to Lestat directly. However, S3 focuses on the characters confronting their traumas and the issues they have, so it seems their recovery will appear in S4.
