As a former professor and current facilitator and consultant, I am in a position to give white people feedback on how their unintentional racism is manifesting itself. In this position, I have observed countless enactments of white fragility.
One of the white participants left the session and went back to her desk, upset at receiving (what appeared to the training team as) sensitive and diplomatic feedback on how some of her statements had impacted several of the people of color in the room. […] [Later] her friends wanted to alert us to the fact that she was in poor health and “might be having a heart attack.” Upon questioning from us, they clarified that they meant this literally. These co-workers were sincere in their fear that the young woman might actually die as a result of the feedback.
All of this is going to feel very familiar to anyone who’s blogged about racism in fandom.
“White fragility functions as a form of bullying: ‘I am going to make it so miserable for you to confront me — no matter how diplomatically you try to do so — that you will simply back off, give up, and never raise the issue again.’ White fragility keeps people of color in line and “in their place.” In this way, it is a powerful form of white racial control. Social power is not fixed; it is constantly challenged and needs to be maintained.”

This is probably this most important thing I have read this week and has given me a lot of food for thought
Well I think it works both ways. Because if you try to tell a PoC that probably not every single one of them is good (example: some criminals are PoC) it‘s immediately stapled as racist and you aren‘t allowed to even try making a point. Rather you have to think in every single action you make even without having any racist thoughts if it couldn‘t appear racist to another person. For example looking at a PoC in a train wondering if it appeared more racist if you looked away quickly or if you just looked at the person a bit more.
The problem is nowadays everything is just either black or white (no pun intended) there‘s no inbetween extremes and that‘s bad from both sides so to speak.
Try walking into a group of Black people and bringing up Candace Owens or Stacey Dash. You’ll find out quick that no, Black people for the most part don’t think “every single one of them is good.” But sure, in general, our instinct is to give other Black people the benefit of the doubt, because no one else will. Black people can commit the same crime (dealing cannabis is a major one) and get a disproportionate punishment. Yes I will defend a Black weed dealer sentenced to 25 years when there are 100s of white dealers for every convicted black dealer who are never arrested, let alone put away. Mass Incarceration is real, it targets Black people doing the same things that are written off as “youthful indiscretion (no need to ruin the kid’s life)” when white people do it. That’s reality. But no one is saying Black people are incapable of bad things.
Anyway. If you’re uncomfortable riding the train because you (and I saw your tag saying you’re not white) are afraid people of color might not like you looking at them, maybe you should be conscious of whether you’re being racist. What do you think that Black commuter will do to you? Are you only in proximity to Black people on mass transit? Maybe you are, in fact, microaggressing. Even if you’re not a white person.
As it happens, Robin DiAngelo, who wrote the article linked in the OP, is a white person. She coined the phrase “white fragility.” If your takeaway is that the “extreme” of DiAngelo’s writing is that there is no shared ground, you’ve missed the point completely. She is a proponent of empathy. Folks who can’t muster it for Black people are going to feel attacked. That’s not equivalent to a person experiencing structural racism.

germany: yeah we have something similar called “Kaffee und Kuchen” :)
america: i work 16 hours per day at minimum wage and get a 7 minute unpaid lunch break, and instead of “fika” i have “suffering” and “death”
