Global Climate Change is not the cause of Southern California's droughts. Los Angeles rainfall has a vary high degree of variability.
The rainfall in Los Angeles is not a Constant. Los Angeles is in a Semi-Arid Region, and receives an average of less than 15 inches of rainfall per year. The rainfall each year is heavily skewed toward less than 10 inches, which is classified as Drought conditions. There are a few years with Extremely High Rainfall amounts that raise the Average much higher than it should be.
