Luigi has to have known the shooter, there's no way they happened to walk by each other just before the crime but who is it?

Other thing of note: Luigi's shoes in this new sighting are black, just like the shoes of the guy who appears to be Luigi in the NYC CTV... but not the shooter, who has visibly white bottomed shoes. Luigi's backpack also matches the second person, not the shooter.
