He is the same male who visits Mona at her store in France. He helped her kidnap Mary and Alex.

Forever in Mona’s world.

I don't think that there's actually going to be a spin-off. I think the point of the whole Addison story is just a way to show us how the students of Rosewood High viewed Alison before she disappeared. We (being the high school students) are shown only the ugly side of Addison, leading us to think she's irrelevant and not care that she disappears at the end. This is exactly how Alison's peers thought of her, and now we can understand why people were so cruel and said "good" when she was gone. Just a deep thought 😎
