Actually, canonically Sam's pushback appears to have worked. We see in Spider-Man: Far From Home (canonically set a few months AFTER TFATWS) that housing initiatives are being funded to help with the Blip consequences, and in Hawkeye (set canonically at Christmas after TFATWS), the tracksuit mafia complains that villain lairs are hard to come buy bc so many warehouses etc are being converted to housing, presumably for the same reasons.
SADLY, the MCU never pays full credit to that, but canonically, Karli's mission succeeded, because Sam pushed for it.
