About Chitterskit
Chitterskit was separated from her ratfolk colony after hunters from an illegal anomaly poaching group decided to raid their burrows and tunnels. Most of the ratfolk were forced to flea, whilst others were captured for the anomalous fur trade. Chitterskit was lucky however, since her mother managed to escape the carnage, albeit passing before she could find a safe place.
Thanks to this, Chitterskit was left to fend for herself in a small human town, where she stole food and curled up in warm, abandoned buildings to survive. Most young ratfolk die if a parental imprint is broken, but somehow the little rodent defied the odds.
Eventually, whilst scavenging for food, Chitterskit found Monty(who was then a field agent) sitting on a bench eating from a box of assorted donuts. Chitterskit was starving, so she clambered up beside him and helped herself to a pastry. Upon locking eyes, she had the audacity(though in her mind, she felt it was honestly polite) to offer him half of her stolen boston cream. She imprinted on Monty from then on, and was raised by him to keep her from falling fatally ill from yet another broken bond.
She is now an adult by ratfolk standards. She likes to help run activities these days, hangls up her water color paintings of other residents around the facilty, and is usually the one getting into adorable accidents she can only blame herself for(i.e. Finding roller skates somewhere she shouldn’t have access to and crashing into the glitter glue cabinet).
About Monty
Monty has been with HPCC since its creation. He is a food friend of Hazel, the Founder, thanks to the two of them having similar anomalous origins and immortal natures.
Due to this, he was HPCC’s most experienced field agent until he met Chitterskit. After that, his job role changed over to fatherhood, and guard since he refused not to be working.
In terms of personality, Monty is cheerful and a bit of a goofball. In his mind, he has no real reason to be cold, grumpy, or unreasonably cruel. The guy’s immortal, and he has almost unlimited access to donuts in this line of work. Since meeting Chitterskit, he’s also learned quite a few dad jokes. This annoys most anomalous residents.
After Chitterskit reached adulthood, Monty gained permission(though he specifically asked after he’d already done it) from Hazel to use his own paranormal abilities to give the ratfolk status as his familiar so that she wouldn’t pass away. Ratfolk only live around twenty years, and to a being like him, that would have been much too fleeting. And now, if Chitter is every in danger, a snap of the fingers will bring her right back to his side.
About their Home: HPCC(HAZEL PARANORMAL CONTAINMENT AND CARE)
HPCC is a secret international organization dedicated to locating, containing, studying, and protecting anomalous entities, objects, locations, etc. Every anomaly discovered by HPCC is brought into containment. However, containment in HPCC’s care is not the punishment it often feels like in others’. The organization believes that anomalies deserve kindness, comfort, and understanding.
The organization was founded by Hazel Bentton, who grew up in a long line of paranormal hunters. Earlier generations within her family line either killed or captured monsters for cold scientific purposes. Seeing this cold methodology for what it was however, she decided to leave more traditional hunting behind and create HPCC as a way to keep the public safe whilst giving anomalous beings a life still worth living. Due to her family’s own anomalous roots, many of her ancestors still survive today and are skeptical of her ideas.
The Organization’s Rules of Thumb
Containment Is Not Negotiable
All anomalies are contained for public safety, anomaly safety(from roving monster hunters, specifically), and long term study.
Compassion Improves Stability
A comfortable and respected anomaly is often safer and easier to keep contained than a neglected one.
Every Anomaly Deserves Dignity
Sentient anomalies are treated with respect. Non sentient anomalies receive humane care.
Care Is Part of Security
Psychological support, recreation, enrichment, and comfort are seen as containment tools just as much as fences and containment chambers.
Understanding Before Judgment
Staff are trained to learn about an anomaly before assuming hostile intent. Obviously, if the anomaly is swinging a knife around, assuming tends to be a good idea however.
ORGANIZATIONAL DIVISIONS
Containment Division
Designs and maintains secure containment environments. Also includes guards, and the donuts they need to survive(mostly Monty).
Care Division
Provides healthcare, counseling, enrichment, education, and quality of life support. Also tends to be the most liked. :P
Research Division
Studies anomalous phenomena and works with the Containment Division to develop safer containment methods that don’t lead to chaos and/or bullshit.
Field Recovery Division
Recovers newly discovered anomalies and transports them safely(or tries to).
Facilities Division
Maintains sites, habitats, housing areas, Chitterskit’s blanket forts, etc.
CONTAINMENT PHILOSOPHY
HPCC facilities are designed to resemble homes, campuses, sanctuaries, hospitals, research centers, gardens, aquariums, preserves, or apartment complexes whenever they possibly can. Containment cells are customized to the needs and well being of each and every anomaly
Staff members give them access to entertainment, hobbies, books, games, art supplies, decorations, their favorite foods, and even holiday celebrations. Some employees jokingly describe the organization as "the world's most secure luxury care center." This tends to be true.
