New Data-Centric Plan-Making Process: IntraPlan repositions data and informational structures to the heart of the plan-making. Instead of focusing on PDF outputs, planners will work collaboratively on the intranet, collating pieces of evidence, written statements, and policy while being notified of recent changes on the system. This building-block structure will allow greater flexibility in how data is used, how evidence is compiled and presented, and how the often the Local Plan is updated. A huge number of manual tasks will be automated or made considerably easier, including report write-up, and time searching for information will be considerably reduced, resulting in long-term financial savings. Fix Planning from the Inside to Out: At CILVIA we believe that planning should be reformed from the inside, starting in the planners’ office. We’ve been inspired by many projects that seek to better inform the general public and planning applicants, but believe that in order to get there, planners must first re-structure their own information. By linking different aspects of the local plan, supporting evidence base and raw data together in a smart system rather than focusing on PDF reports, the public outputs can be specifically curated to each audience. We believe this is more sustainable than post-rationalising existing report structures. This will ultimately lead to a more effective and understandable Local Plan, as evidence dynamically backs up policy thus strengthening the position of plan-makers and development management officers as they enforce it. Technology as an aid, not the Solution: CILVIA is a critical design agency with a technological focus. We seek to innovate through our balance of conceptual and technical skillsets. IntraPlan will be developed through this process in conjunction with a progressive LPA in LB Croydon and other specialists, and we’re excited in the potentials of this partnership.
IntraPlan
This year, CILVIA, with the expert advice of LB Croydon, aims to develop IntraPlan: an intranet service that links data, evidence and local policy within a single system for LPAs. It structures this information within a new data-centric system, rather than in the PDF reports and electronic filing structures that are relied upon today.
IntraPlan responds to the short shelf-life of Local Plans and their respective evidence bases. The process is expensive, labour-intensive, the outcome ineffective. The evidence base is a means to an end to produce the Local Plan, then forgotten.
We propose an alternative. The components of the Local Plan will be built and maintained within Intraplan, linking the relevant datasets and evidence to each piece of policy. This Local Plan will be accessible to Development Management officers of the same borough, who now see a clear relationship between policy and evidence, to help inform day-to-day decisions and foster collaboration between the two departments. PDF reports become key published moments in this process, rather than extensive exercises in themselves.
Based on new ideas in the Neighbourhood Planning Bill regarding data standards for local development, we assess how IntraPlan could be deployed nationally, exploring potential business models.
