When training new staff on prior authorization requests and appeals of denied meds/procedures/etc., the golden ticket is "make it sound like they will lose any court cases against them if the request and/or records have to be reviewed by independent experts or in a court of law when they deny this medication/treatment and the patient's status somehow deteriorates (worsening or not improving labs, worsening mobility problems, infections from open wounds created by the skin issue, whatever)". Make it sound dire. Life threatening. Vaguely threatening to the company's bottom line. Yeah, this med/procedure may cost a little money but you know what costs more? Fines and lawsuits and all the treatment you have to cover if you *don't* pay this smaller amount.
