The star in the soul indicates how powerful their magic is, the smaller it is the less magic they have while the bigger it is the more powerful they are. This can really differ
Human souls
Since magic is almost non-existent up on the surface now, human souls are less brighter/shinier. The star in their soul is a lot smaller but still there, till they get into contact with magic again
Take Nova's soul as an example, her soul is a lot shinier and the star has gotten bigger after living in the underground for sometime. They have magic now but is just unsure how to use them.
The last one is more so for strong humans like mages. Humans nowadays won't know if they're a mage or not, maybe once monsters and magic is free from the underground they will.. unless they go down there first.
Monster souls
Weaker monsters souls do not have a color around them and the star in their soul is smaller but still bigger than humans without magic
Sans soul is used as an example! He has a dark blue color around it and is shinier than weaker monsters but definitely not as shinier than boss monsters.
Boss monster souls star are bigger than any normal monster but will be slightly less bigger than human mages. They're very bright and shiny just like Asgore's there
Monsters when they dust, some specs of it will even have some of the color that's around the outside
