Charlie forgiving his uncle in .5 seconds makes sense when you consider that this is probably the FIRST time Bilbert has EVER hugged him and told him "I love you." This is the exact kind of affection Charlie has been starving for his entire life so of course he eats it up. With his already-established fawn response it was inevitable. Pim didn't really object to it either despite it happening at his expense because if he's honest with himself he would probably forgive his father the same way.
