Buttheads uncle?

I've looked through a lot of the B&BH comics, and this guy recurs alot. He bares a similar resemblance to butthead and seems to be dumb to it might be me but this might be buttheads relative mabye uncle, or possibly his dad? I know that we already have a concept and Canon relationship of him and his dad in the movie but still it might be his uncle

He has to be related to him, I'm tweaking. And in the episode with the china plate and Stewart, he has a very similar voice to Butthead. (I know Mike Judge himself voices a lot of the characters, so this might just be a coincidence that he sounds like Butthead, but still.)
