I know, I know, I barely ran it. But there are some issues I've been having with it that I can't fix.

Kushina and Minato were friends with the previous empress and the current empress's mother, and for that reason, Naruto and her were best friends growing up!
Naruto and the empress have known their whole lives that Naruto would marry her and move into the palace. They would always talk about what they would do when they owned the palace and had free reign to cause chaos XD
When Naruto joined the harem, it was like coming home because of how long he'd spent there as a child.

in your au, how did neji come to be a part of the harem? and how long do you think it took for him to warm up to the empress and not think that every mistake he makes would result to him being punished?
So, the Hyuuga family is not as powerful as the Uchiha family, so Neji and the empress's engagement happened when they were older and they only met a few times before the wedding.
The Hyuuga has basically been grooming Neji to entice the empress into a marriage and they put a lot of hope on this plan working. They constantly pushed him to attend every event where she would be attending to try and gain her attention.
When it worked, Neji and the empress went on a few chaperoned dates and then the wedding followed on not long afterwards.
It took a surprisingly short amount of time for him to warm to the empress. Neji was very starved of positive attention and affection, so he was already very fond of her on the few dates they had before they got married.
That being said, it was probably a few months to a year before he trusted that he wouldn't be punished for small mistakes, and a lot more time until he stopped punishing himself for not being perfect.
They're very cute together though, the way Neji started smiling real smiles on their dates and the empress was immediately smitten and on his side against his family. Cute dynamic :D
In terms of politics? In most cases, not much would change! Whichever twin was born first would be one notch above in the birth order, so it would work as normal in that regards.
In terms of the general reaction? In most of the AUs, the father would be viewed very favourably for his fertility and success with childbirth. This might sound weird, but the exception is the BNHA AU.
In the BNHA AU, twins are considered bad luck and are unable to take the throne. The old wives tale stems from a few things:
a) twins are more likely to kill their father
b) they can cast doubt of the line of succession (if the first born twin is the next ruler, the second twin might feel they have a claim to the throne, challenge it and cause unrest at best and a war at worst.)
c) and because fathers in the BNHA AU are expected to take on the lions share of the parenting (compared to other AUs where it's normal to let servants and the other husbands help out) twins cause a lot of stress on their father. There are well known examples of husbands tat had twins having mental breaks or getting sick. This bolsters the old wives tale.
So, for the BNHA boys, twins are considered bad luck!

As for your question, I always thoughts of Itachi/Empress as a political turned love match. They were engaged from a very young age, but didn't meet each other until they were much older, and only briefly spoke in the presence of multiple chaperones.
So, to start with, it was purely political, but he was the only husband for about a year, so they got very close and fell in love over time.
That's how I imagine it in a world where Itachi is main consort :)

Confusing is one word for it!
Because Bakugou is like 'I'm only doing this because I have to, but I'm also going to be the best at it!'
Empress is like... 'you don't have to do this-'

His instincts are torn between protecting his pride by pretending he doesn't want this and being the best at it therefore beating everyone else.
It's a lot more overwhelming than he thought it'd be. He kinda thought it'd be fairly enjoyable but nothing special.
His bravado melts away when he realises how good he's actually feeling.
I mean, I don't know about the Empress here, but personally I would be lavishing Bakugou's glorious ass with attention, which he finds very embarrassing lol.
He's a very active participant in the first night. He's not the sort to lay down and take whatever, he's up and involved. He would be offended by the insinuation that he should be a pillow prince.
His first night with the empress is also his first proper kiss btw. He didn't mess around with girls when he was younger like a lot of people did.
He thinks the purity thing is bullshit btw, he just wasn't interested in romance until he was older.
The first night between a husband and wife has traditions and if you want to fill any of them, he will scoff at you lol. He's very anti-tradition.
He'll still do them though, unless they're super stupid or demeaning.
Bakugou is incredibly cocky taking off his shirt, but it all comes crumbling down when it's underwear off time.
Can't stop blushing for about a week afterwards whenever his wife makes eye contact with him.

OKAY SO imagine the naruto boy and their child going to the place where the empress was having a meeting with some nobles in their empire or something and the meeting had just ended. So the remaining nobles that haven't left yet are greeting the naruto boy and is cooing over their child when all of the sudden the child, after looking around the room for a while, goes: "Mommy where are the 'fucking' clowns you said you worked with?" The empress, upon realizing that her child heard her talking shit about the incompetent nobles in the empire quickly intervenes and makes up a story on the spot about the clowns coming in another day

The empress is just like "haha, you're getting your bedtime story confused with real life darling š Next you'll be saying mummy works with dragons too hahahaha.
Also, don't say naughty words or you'll go on the naughty step, okay?"
Then she just makes a face at which ever father brought the kid down and ehem, strongly suggests that he take them back into the harem.

Kiba - 6Ā -Ā I mean, thereās almost no chance heās allowed to have six unless heās part of a very small harem, but if he were left to his own devices, this is what would happen. I mean, he has access to nannies and a whole support network of his brother husbands. Why not have another one? Might as well!Ā
Itachi - 4 - He knows itās impractical, but heās always sort of imagined getting to have four. He has four girls names and four boys names picked out in his journal from when he was 16.
Gaara - 4 - He is so fascinated by children. There is nothing that brings him as much joy as watching a child learn about the world for the first time. He also delights in filling his childrenās childhoods with the things he wasnāt allowed to do. He originally says he only wants two, but when his youngest has already learnt to walk, talk and read, he realises that he will never teach another child those things and he freaks out a little and asks for another one. And how can you deny a face like that??
Naruto - 3 - I put him at three, but I mean three pregnancies. So, sure that might mean three babies, but letās be honest, heās probably going to have at least one set of twins. If he has triplets on the first pregnancy, heās still going to try for another one because he enjoys the experience of being pregnant and he wants to stagger his fatherhood experience over many years.
Iruka - 3 - He wants two children, which is plenty for him, especially considering the very active role he has in helping raise the other children of the harem, but when a raid on an enemy castle reveals a young orphan whoād been locked up in the dungeons forĀ ācrimesā his parents had committed... Well, letās just say when you decided to bring him into the harem with your biological children, Iruka was the first to volunteer to take on the role of father.
Haku - 3 - Three is the perfect number for Haku. He gets dreamy even thinking about it. Itās the perfect dynamic, and theyāll be able to support each other in a way he never got. Also, three is perfect for cuddling because you have the two eldest on each side and the youngest on top. Perfect.Ā
Neji - 2 - He definitely gets baby fever for a while even after heās had two, but he refrains because heās worried he wonāt be able to give his current two as much attention as they need. Heās incredibly hands on and he constantly fights for them and protects them. If he has three, will they all get less from him? Itās not worth the risk.Ā
Shino - 1-2 - Shino likes to only have one very needy child at any one time. Much like Neji, he feels he can only give his best when he has one. However, if he had his first one very young, and they were already older than 12 when he was still fertile and if the empress agreed, heād probably have another. So it depends on his timeframe for being able to have his first baby.Ā
Shikamaru - 1 - His ideal situation is his child is not important in the harem (which probably happens naturally because heās too skilled to put on pregnancy leave too early in your reign lol), so that they can be trained to go back to his family in a leadership role. His family is a little more equal than most because of the incredibly high number of male babies born, so he knows they will be looked after there, male or female. He relies on the nannies and the other husbands a lot though! The daily monotony of child rearing isnāt his favourite thing.Ā
Sasuke - 0 - Heās just not interested. Heād rather be training or travelling or... literally anything else. He sometimes has moments of weakness where heās like... should I? But all it takes is five minutes in the nursery/play room and heās like no.Ā
Kakashi - 0 - Heās also not interested. He finds children funny sometimes as long as he can throw them back to their actual father at the end of it all.Ā

Yes, I have thought about a backstory for him actually!
He's the only son of a mid to low tier noble family who has more prestige than money. He has two much, much older sisters and was quite obviously either an oops baby, or the final ditch attempt to have a son in the hopes they can marry him off to someone rich to help out the family.
But despite the money troubles, they are an old and powerful family and are often around at the palace, especially considering one daughter is an advisor to the empress, and the other is a tutor to several of the royal children.
So, Aizawa was familiar with the royal palace from childhood, even though he was not interested in following the tune of his family. He doesn't hate some of the lessons though, so he agrees to behave better if they let him take some of the more interesting classes that are normally for the female children.
His parents agree and his sister pulls some strings (she's the teacher after all) to add him into the politics and history class with the royal children and a couple of other noble children. His plan is to become the best in this class to use it to convince his parents to let him start physically training.
And he ends up in a fierce 'battle' with the crown princess reader, who was originally top of that class or maybe gets special attention from the teacher if she isn't so good at politics, depends on what sort of student this empress is.
They are frenemies of sorts.
This is also where he meets Mic and Oboro. Oboro is from a very powerful family and the only child of parents who couldn't have any more children. Mic is from a powerful merchant family who have more money and power than most nobles which makes people hate them, but the palace offered to educate him as a peace offering and show of respect to keep the conflict down as the new middle class starts to emerge.
By the time they are both adults, they're the kind of friends that will deny being friends with each while they eat lunch together every day lol.
Aizawa accepts the marriage offer because his parents can't afford for much else for him and it would give him lots of benefits and freedom, even if he has to hide behind the other husbands when people try to talk to him.
They start as married friends, but where it goes from there depends on the empress in question :D

So, what if, one day, Nejiās son gets annoyed because his daddy told him he couldnāt go outside and play because it was raining. Some of the older kids got to go out and itās not fair!!Ā
So, he sulks and goes off to play in his room... but then he realises... he could just go outside... as long as no one sees him, they wonāt be able to stop him.
So he goes out and has a great time playing in the rain behind the empty outdoor training grounds. But he gets caught up and a bit lost. Itās later than he realised, heās freezing cold and shivering now. He ends up disorientated, falling down and hurting his knee. He calls for help, but there is no one there to hear him, so he finds shelter under a tree and cries for his mummy or daddy to come and get him.Ā
At this point, Neji has realised that his son isnāt just in his room or Nejiās room, in fact heās nowhere in the harem at all.Ā
As is standard procedure, guards on all the entrances and exits to the palace are forbidden from letting anyone in or out, and all members of the harem and the royal children are kept together in the harem common room. This is just in case foul play is involved.Ā
Neji is panicking and distraught, Naruto is trying to calm him down, having handed his own child off on an uncomfortable Shikamaru.Ā
Neji tried to leave to find his son, but heās forbidden from leaving the harem. He begs you to go and help the guards find him.Ā
He tells you that his son was angry about not being allowed to play in the rose garden in the rain. Your stomach drops as you clarify that he wanted to go to the rose garden next to the lake.Ā
Neji realises what you mean immediately and collapses in to hysterics again, terrified that his son has drowned because Neji was negligent.Ā
At this point, the harem has split into those who are trying to comfort Neji, and those that are trying to comfort the other children who are confused and concerned, the younger ones crying in their fathersā laps.Ā Ā
You search and search with all the guards, but heās nowhere to be found around the rose garden. Or any of the other flower gardens.Ā
But just then, a soldier comes running towards you, something held in her arms. Itās your son. She found him when she was planning on taking advantage of the training grounds while all the higher ranked soldiers were searching.Ā
Heās cold and crying and has a few grazes on his knees and hands. But heās alive and mostly okay.Ā
You take off your cloak immediately and wrap him in it, instructing people to call of the search, promising to tell the harem yourself.Ā
You bundle the little boy up, whispering comforts to him as you make your way back into the harem, relieved beyond belief to be bringing good news with you.Ā
You swing open the door and everyone startles. You notice Neji surrounded by Naruto, Kakashi and Haku. Neji jumps to his feet and it only takes a second before his eyes land on his son.Ā
You walk over quickly and deposit the child in his arms before he can yank them from you.Ā
āHeās cold and upset, but heās okayā you murmured as you passed him over. Everyone in the harem looked relieved.Ā āThere was no foul play, so everyone can go back to what they were doing. Letās stay inside for this evening though, okay?āĀ
Everyone dispersed, while you gently led Neji and your son to his room, allowing Neji to coo apologies and sweet nothings uninterrupted.Ā
Servants were already preparing a bath for him when you arrived, so you spent your time carefully wiping tears from both faces until it was ready.Ā
Neji decided to take the bath with him. The drowning scare had probably spooked him a great deal.Ā
You went to get changed as soon as the door shut, feeling the stress and worry pile on your shoulders now that things were quiet.Ā
Thinking of the aftercare, I think all the servants know what the boys prefer. As Neji loves baths, the Empress tells the servants to take a bath. And it's just about tonight, Neji needs to take a bath in advance and prepare fresh sheets. Kiba's night so the cook works until the morning. I imagine Kiba going to the Empress's quarters and the servants going to tell the cook that he can't leave. The poor cook sighs: "Today he is again." Or when Shino's night all the servants know they can rest
It's kinda hilarious that all the servants ended up learning each of the harem boys' aftercare lol.
I hc that the boys have their own personal servants too, only one or two though, so those servants handle the before prep, and then the empress's servant team handle the after prep.
So, when Neji gets in a little bit of a flutter because he's going to see the empress tonight, his servants run him a lavender bath to prepare, and then discreetly inform the other servants that he'll likely need another one that evening and to get ready.
And with Kiba lol. The chef has a whole load of easy prepare but high calorie foods ready to go, left in a basket or on a tray for the servants to take up. Kiba doesn't realise that the 'hunger' doesn't happen to everyone after sex lol. He thinks that you make sure food is prepared for everyone.
And yes, Shino is a favourite of most of the servants, because serving him is so incredibly easy. He doesn't want help getting ready or cleaning up, he just wants to be left alone. He likes to handle his own business and that means the servants can get a break haha.
I think some of the boys would be unpleased if they knew the servants had memorised their ultra personal habits, others are grateful because it makes thing easier for them.
