Moved to Bludhaven after his Jason died because Bruce hit and blamed him for it during a time of high tensions between the two. Alfred stays in contact sometimes, sending Dick's favorite sprinkle cookies over.
His Jason stayed dead, never came back. Tim has been newly introduced into the hero fold, but Dick hasn't met him yet.
Dick picked Bludhaven because it's close, it's cheap, and it's dangerous.
He is part Mohawk Native American on his dad's side and Japanese-Romani (unknown kin) on his mom's side.
