I'm sure Ruby had to end up with Mulan and not Dorothy. Episode 9x05 was made to explain the meeting of Ruby & Mulan for the couple to take place later. Doing an episode without Emma, Regina, Snow White, Charming, Gold, Belle, Henry, and Hook is that the episode was important in character development. Also, the witch was attacked by Zelena, but she leaves her house without a protective spell? And oddly, there was a potion that could help Ruby back into human form. The witch fulfilled Ruby's request. Plus, Mulan didn't try to hit the wolf, and didn't even show fear, she accepted Ruby as she was. As for Merida, she behaves more like a best friend with Mulan than a love interest.

How Ruby could have fallen in love with Dorothy who was afraid of her during her transformation, when Mulan was attacked by her and was not afraid. Ruby brought her hope of finding her place.
