Zootopia: Bellwether is an ally till revealed to be the evil mastermind of the film

Moana: Te’ka the fire god is revealed to really be the goddess of life and nature Ti’Feti (Not spelling any of those names right. Apology.)

All that vs:

Wreck-it Ralph: King Candy the villain is revealed to be Turbo a previous villain

He WAS the villain before he was revealed TO BE the villain. With the others it shows that they had ulterior motives then throughout, King Candy/Turbo has the same motives either way we simply understand why now. And that is the secret.
