The fusion technique lore:

The technique work when two people completely sync their minds and focus there a energy levels to merge into a single body with a brand new, combined super power. Also when doing the fusion you got a mentally believe that you can do the technique.

The time limit is 30 minutes. Then the two people who fuse safely unfuse. The second time limit is stamina because it depends on how long the two separate people who fuse can stay together to complete a battle or task.

The power catch is if the one partner of the fusion is massively stronger than the other like my oc Ace and kevin. It nerf there power by a little bit to match the other person's power that they fused with. Obviously since the two people fused together you have to work together to be a sustainable fusion during battle or hero mission.
