Kafka isn't the once strong kaiju he was anymore. His body has aged to the point where his powers can cause greater pain and problems that last longer than before.
He is still strong enough to help out but he can no longer be the strongest kaiju in history.
That title belongs to Kimiko now. She hates it and all the awful responsibility that comes with it. Despite the fame and money she earns, it's still a nightmare and it gets worse every day. Kafka feels guilty and shameful that his daughter has to be the strongest at only 15 years old. She wasn't even old enough to be enlisted. All this "Kaiju No.16" business is just a brand that the Defense Force milks because she is the new idol of today.
Kafka lets Kimiko be disrespectful to anyone and lets her yell and thrash until she's crying and cussing him out because he thinks he deserves it. Kafka has tried to regain his power, but he almost dies time and time again. Kimiko sees this and knows he's trying, but it's not enough.
