Electronic Cigarette ? A New Vaping Culture
Electronic cigarettes may have only been around for a few years but they have already assembled much more than a cult following. Smoking electronic cigarettes, or “vaping” as it’s known to those within its growing community of participants is fast become a culture or a way of life in its own right.
Just who are involved within these communities? It is probably fair to say that most involved are ex smokers of traditional tobacco cigarettes or “analogs” as the vaping community call them. Those that believe that because of the absence of tobacco in electronic cigarettes, insist that they are a less dangerous prospect than the old analogs that they used to smoke.
E cigarette companies themselves are no longer permitted to market their product in such a way. In fact, there are a whole host of different legal problems associated with the marketing of e cigs in many different parts of the world but it doesn’t seem to be slowing the growth of the vaping community.
This community is further being helped by one of the aces in the electronic cigarette deck, it can be used (vaped) in all of those public areas where tobacco products are banned!
Effectively, someone who smokes electronic cigarettes is still getting a hit of nicotine. E cigs are fitted with cartridges that contain nicotine, which are available in different strengths (usually, high, medium and low and also including if so desired, a cartridge completely free of nicotine).
As the market has grown so have the amount of e cigarette related products and accessories and there are very active forums that discuss all the latest additions and emerging new items.
It seems fair to say that as, in particular, smokers of tobacco cigarettes discover and hear about the e cig, mainly through word of mouth and internet based companies and websites, more and more are willing to at least give them a try.
I am not a smoker myself, but over the last few years I have encountered many ex smokers who proclaim the electronic cigarette and rate it very highly.
Considering the relatively short life span of the device so far and the speed in which it is gathering momentum, provided it can overcome the still many obstacles in its way (presented to it by local and worldwide health authorities and governments) then as I speculated in a very early article, this could become one of the products of the century!

Minnesota Passes Medical Marijuana Legislation Bill

CBS News reports on the newly enabled medical marijuana legislation in Minnesota and how despite setbacks, such as a prior veto and countless false starts, the state is finally underway for enacting a pro-medical marijuana bill as state law. The newly enacted law, scheduled to take effect as early as July 1, 2015, will be heavily scrutinized, and monitored by state officials. “The timeline is very aggressive,” said Health Commissioner Ed Ehlinger to CBS News. Ehlinger’s agency will be overseeing the program in its entirety and said that the program will have “high visibility” because of its controversial nature and that both sides will be watching.
According to CBS News, despite Minnesota’s approval of medical marijuana, there are many aspects of the newly established legislation that may require revision if the state wants to make marijuana a profitable and taxable business. For one, Minnesota’s legislation makes it the only state to ban “smoking” marijuana as a form of ingesting the drug for use. Patients will only be allowed to use the herb as an oil, pill, or as a vapor. Also, only eight approved medical conditions would allow medical patients access to the drug. Adding to the restrictions, Ehlinger and his agency will be enacting a data program, not covered by patient’s insurance policies, which will require more of doctors and patient’s time compared to other states. Bottom line, patients will be paying more out of pocket expenses. Robert Capecchi, deputy director of state policies for Washington D.C., told CBS News, that “these restrictions could limit patient participation, which would have a direct effect on how many patients are able to be certified to access marijuana from the points of distribution.”

Annual rainfall in Los Angeles County, according to Kleyne, is extremely variable, ranging from 3 inches to 30 inches. Even at the nearly record low of 3.6 inches recorded in 2014, 12 billion gallons of water fell on Los Angeles. Capturing and using this water, says Keynes, would have a major impact on the necessity for Los Angeles to import water from the Colorado River or the Owens Valley.
The State of Colorado and California’s Owens Valley, Kleyne notes, are experiencing their own extreme droughts. Los Angeles County, prior to the recent cutbacks, had been using 190 billion gallons per year.
Kleyne is an advocate of TWM or Total Water Management, in which water entering the distribution system, after it is sold and used, is recaptured, recycled and resold. However, Kleyne notes, even with 100% wastewater recycling, outside water is still required to meet the growing fresh water demand. That’s where rainwater capture comes in.
Los Angeles County, according to Kleyne, has excellent waste water reclamation facilities, processing about 500 million gallons per day or 182 billion gallons per year. However, treated water is currently not processed to drinkable standards. In addition, 400 of the 500 million gallons of daily treated wastewater (146 billon gallons per year) is discharged into the Pacific Ocean.
Some Southern California water districts, Kleyne notes, are beginning to recognize that the only possibility for keeping up with demand is to treat wastewater to potable (drinkable) standards and resell it as drinking water. New advances in water treatment technology are improving the quality of “New Water” to drink while bringing down the cost.
Rainwater runoff, according to Kleyne, currently flows off of roofs and driveways into the road, then into storm drains where it goes directly into the ocean. Storm runoff can be captured and technology is being developed to capture runoff water from gutters in the streets.
Individual rainwater capture also has potential to lessen the demand on local water districts, says Kleyne. In Oregon, where Kleyne lives, it is illegal to divert rainwater runoff on the ground, or to capture rainwater. The only exception is rooftop runoff, in which water from house gutters is collected into a cistern. Rooftop water can be used for toilets, bathing, washing dishes, laundry and even drinking. With an advanced system, used water can be diverted for lawns and gardens.
“If state, county and municipal governments had made water supply and security their number one priority two decades ago,” Kleyne concludes, “Los Angeles and most other US cities would have more than enough fresh water to endure any drought, no matter how severe.”

National Expansion For Medical Marijuana Clinics Announced

Liberate Physician Management LLC and Liberate Physician Centers announced today the national expansion of its medical marijuana physician centers into all 23 states that allow the use of medical cannabis, and will elevate patient care through a licensure program that establishes the nation’s first uniform Standard of Care for medical marijuana therapy.
The company’s licensure program is designed to help doctors, entrepreneurs, health care providers and others enter the rapidly growing medical marijuana industry.
“The single commonality among all states with medical cannabis programs is the requirement of a physician certification allowing a patient to use medical marijuana,” says Daniel J. Reid, chief executive officer of Liberate. “Understandably, states want to ensure patients are under a doctor’s care, but the reality is that patients often are forced into the shadows to find a doctor willing to provide the required certification,” he says.
“Liberate’s licensure program gives physicians and entrepreneurs the ability to help patients have access to medical marijuana therapy, and does so by mainstreaming this treatment option for the millions of people suffering from serious illness and debilitating medical conditions,” he says.
Reid is a leading patient advocate and business owner in the medical marijuana industry. He co-founded the first medical cannabis business in Illinois, established a national patient advocacy organization, and opened physician centers in Michigan and Illinois leading into the national expansion of Liberate.
“The medical marijuana industry is a three-legged stool,” Reid says. “Physician certification is the primary leg, since this is required in every state with a medical marijuana program. Producers of medical marijuana are another leg, and dispensaries are the third leg. The system mirrors traditional medicine with physician certification for medical marijuana the equivalent of a prescription, producers and cultivators acting as pharmaceutical companies, and dispensaries serving as pharmacies. There are nuances from state to state, but conceptually this is how state programs work.”
Liberate licensees will operate under the brand Liberate Physician Centers.
“We’ve been testing, holding focus groups and refining the licensure concept over the past six months with physicians and business people that might have a logical interest in owning and operating a Liberate Center,” Reid said in making the announcement. “In fact, we already have received commitments for licensures in three states and are in active discussions in three other states based on our outreach to test and refine the licensure concept,” he said.
“We have worked with thousands of patients afflicted with medical conditions approved under state law as qualified for medical marijuana therapy, and have certified patients for the use of medical cannabis,” Reid says.
Essentially, Liberate’s licensures provide independent owner/operators a full range of services and training in how to operate a medical marijuana physician center under the Liberate Physician Centers brand. Among licensed services are ongoing training, regulatory guidance, business and back-room operations, marketing support and training, medical review, provision of required patient forms and other necessary documentation, and a full suite of services designed to promote the success of each licensed location.
“Liberate offers expertise to physicians and entrepreneurs,” Reid says. “Our licensure program provides a gateway for people wanting to own a business in the medical marijuana industry. Our knowledge, experience and processes give much needed protection to physicians that might otherwise feel reticent about certifying patients because of restrictions – both real and perceived – imposed by hospitals, peers and others.”
All Liberate facilities will operate under Liberate’s ‘Standard of Care’ that details how patients will be treated and certified. Liberate’s Standard is the nation’s first relative to medical marijuana, and addresses the emergence of so-called ‘pot docs’ in some states, whereby minimal medical review standards are often ignored.
“It’s time to bring the medical marijuana certification process into the open, and give people with debilitating medical conditions and approved chronic illness a reliable, professional place to turn,” Reid says.
“The barriers to entry into the medical cannabis industry have been prohibitive and expensive,” Reid says. “Our licensure program allows people wanting to become business owners ease-of-access to entry at a price that is affordable. Our goal is to expand patient access to medical marijuana therapy, and do so in a manner that conforms to the same medical standards that exist in the practice of traditional medicine.”
Licenses to operate a Liberate Physician Center are being offered in all states that currently allow for medical marijuana, as well as states that are expected to approve medical marijuana in the next two years.
“The traditional medical community has been resistant to embracing medical cannabis for many reasons, mostly because of legalities and fears that don’t put patients at the forefront,” Reid says.
Liberate’s management team includes medical professionals and senior executives with proven expertise in medicine, marketing, public affairs, technology, hospital and physician-group operations, franchising, pharmacy, medical training and education, medical marijuana, management consulting and other disciplines.
