Instead of stopping Bogo, he just watched and he feels so bad, that he offers Judy a job conning with him and then they Bonnie and Clyde that shit. How cool would that be? I believe the bottom says something to the effect of:

“No, I can assure you (and this is a lot) that I love you” and then it says Judy HOOPS which I’m sure is a typo.

EDIT: and I think the top, Judy says “I think I love you” or “I think I fell in love with you.” something like that.
