would there be a confession from either, or would it be such subtle interactions until someone is yearning and something romantic happens?

Would Coral Glasses and ENA confess?

I'm happy to see you back for more CoralEna, and even happier to answer a question about characterization!
I personally believe it's not a matter of confession, but a matter of realization. After Coral and Ena would have (bonding moment that sets them on their romantic journey) I can see them getting closer, but I don't think either of them would have it in them to confess. See they are both dedicated to work for different reasons, ENA's we have yet to see beyond her identity and "no longer (being) the boss of (her)self", whereas Coral seems to be in need of money as implied by her unused lines.
Thus, risking a relationship is risking undivided devotion to their jobs/goals. It's too much commitment neither would see in their future. It would have to be someone close (physically/figuratively) to them that would point out how the two are increasingly growing on each other.
Froggy for ENA
Taski Maiden for Coral
Froggy would probably have a "and you didn't tell me?" moment with ENA upon realizing she chose to share some kinda info with Coral that would wake her up to realizing her subconscious is putting Coral above Froggy (is he a manager? He gives her tasks so maybe)
Taski would do the whole "you sure talk to her a lot! You're giving her the jobs you could be giving me >:[" and Coral would realize just how much she reaches out to ENA for things she really could be giving to others.
I think that would lead Coral to being more distant as she feels she's burdening or asking too much from someone. She's only here to work, not to make friends and certainly not to be any more visible than she already is. With ENA connections are necessary, think networking, so she wouldn't take the distancing approach but rather see this as an opportunity for... something... idk.
Upon confronting Coral about it, I think the two would come to a mutual realization that they are indeed on each others minds. Maybe meanie comes out after realizing how avoidant Coral is being and ultimately we get some type of a confession. Maybe a "You're one of the only people I can stand in this place, so you better fess up!" or something. Maybe they bond over what could bother them about others like Coral does the whole "you mean that? What can't you stand?" fishing for relatability. There's no way she also doesn't find other aspects about the world they live in to be frustrating.
All in all, it would go like this mutual pining, to a peer making them realize, to avoidance, to a confrontation, to a calmer bonding moment, then up hill from there.
