They can, yes. They’re useful sources of propaganda, and are excellent at infiltration. Since they work at the level of your perception, increased security does nothing. Instead, I’d recommend extensive psychic training. Unless, of course, you care to keep a memeovore at your door, but that’s extremely dangerous.
