He knows Deborah. He knows how she is about work. He knows what motivates her. And the Tropicana scene seemed like a pretty deliberate addition to the episode. Which, yeah, metaphorically that scene is about Deborah - about a Vegas institution being taken down by corporate America. But it's focused on Marcus seeing it happen and starting to process it.
Also: he literally says "of course I miss conniving" to Deborah in his first scene of the episode.
