In theory YES! see love like other emotions is just a conditioned response to specific stimuli on a chemical and electrical level so it would just be about measuring what impulses trigger the desired feeling and how the brain fires off the neurons and then making a device that send out a low frequency electric signal that promotes the process from the brain to release the chemicals we associate with affection!

Then make a device that is worn by two (or more) people and when a button is pushed it prompts the other linked devices to initiate the charge!
