Asking more questions that would probably be answered by someone more aware of pm’s lore than me:

But WHY is he doing that? whats the point?! prescript?? why does the prescript care?

We actually don't know, because the Will of the City aka the Prescripts that all members of the Index follow always seem like madness at first, but are designed to long term to benefit the Index. Case in point: In Library of Ruina there's a man who's told to head over to some intersection and dance/wave his arms about (naturally he's pretty happy over something so easy), later we hear another Index member being ordered to kill someone doing those exact motions at that location. Later we find out that the Messenger the Index had chosen to deliver those Prescripts was traitorous and had been giving out fake Prescripts (most of which were 'gentle' because he didn't want to hurt anyone) and that not only did all the other Index members he'd been interacting with know but they had no issue with it because their real Prescripts had told them to follow the fake Prescripts anyway. They then proceed to all walk 'to their deaths' into the Library. Then the traitorous Messenger is sent to the origin of where Prescripts are made for the first time, is basically told that the Prescripts are 'the Will of the City' formed from the wishes and feelings of everyone in it and there's no escape from them, which causes him to break and become a Distortion mindlessly following the Prescript's will. And THEN he ends up booked in the Library. ... All of which sounds terrible except, during all that there was lots of very deadly combat going on outside the Library and during the Index's 'absence' in the area the Thumb move in and get either booked by the Library or slaughtered by the Blue Reverberation's group AND partly thanks to Angela and Roland having 'the horrors of the City' shoved in their faces, the Good/True ending of Library of Ruina comes about, returning all the people turned into books back to life... Which means the Index not only lost none of it's true followers but tricked a huge amount of it's enemies into traps, now has access to a fully loyal distortion who in time will likely become an immortal Abnormality following it's orders, and has made a very strong emotional impact on the members of the Library for unknown reasons.

Cue us in Canto 9 finding out about Rien being forced to 'role play' as 'fully grown adult Roland' even before Roland was out of childhood and to help raise/traumatise a girl who can literally delete things from existence with a single sword swing and has reason to swing without thinking if she ever encountered someone 'like her Nursefather'. ...

So yeah!

Not exactly sure what the Index/Prescripts have planned regarding the Roland cosplay really but using context clues, I think it's definitely planning on using the Library for something big (it's literally been setting this up for decades now, and honestly Ayin from Lobotomy Corp's 'plan' also feels very Index coded so I wouldn't be surprised if even the Library's creation was part of it's plans), Limbus Company is involved in that plan (the game over 'Fate Lost' applies if any of the LCD and LCE in part 3 die meaning I think both those parties are also required for it's plan to go off), Ryoshu was literally born for this, and... *Looks at the shadowed outline of Hermes's staff in Outis's base EGO art, the name of Rein's god according to his in battle notes, how Hermes in mythology helped Odysseus via confusing instructions and demanding he be let out of years of imprisonment, and Outis's fears in Canto 7 about being rejected for causing thousands to suffer* ...Me thinks Outis might also be Index related. How or why, I don't know (we'll find out the hard way probably) but good odds, it'll be incredibly horrifying and yet, to the Index's benefit as always.

(As an aside, because of how many important things have been 'forgotten/erased' now -Catherine, Ryoshu's memories of Araya-, Dante's unique ability to remember and how the Index used the Library in Library of Ruina to 'temporarily hold' some of it's members in the past, I suspect Sora and possibly Ren also being erased might've actually been a way to rescue them from actually getting killed by the very angry Limbus Company people. And that Rein was probably intended for the same fate but well, he stopped listening mid fight to 'protect Ryoshu' and the Prescripts did not take his rejection of their mercy well at all. That's just a gut feeling though; no proof. XD)

Hope that helps a bit. Would be happy to answer specific Index/Prescript-esc things if you'd like a better idea of what they're like/how they function.

Edit: General gist of the Index as a group is 'Follow the orders of the Prescripts/God no matter what and you/everyone will benefit. Fail to follow and you die, either because you've lost our protection or because we will send Proxys to kill you'. The actual truth behind why the Prescripts themselves exist (beyond the 'they are the will of the City' the poor messenger was told to break him stuff) is currently unknown but given all the focus on the Library and Ryoshu we might be starting to see hints of some possible long term goals for it...
