What's the best place to get figures?
It depends heavily on your location and what you're looking for. If you want the best price, small, local secondhand websites or groups are best, along with secondhand stores (figures pop up there sometimes— especially in Japan). Figures without boxes will be cheaper, but some people are selling figures with boxes in pretty much pristine condition.
If you're looking for a new or specific product, AmiAmi is the best + worldwide, along with MecchaJapan (it's more expensive than AmiAmi but has some figures AmiAmi doesn't).
Buying lots is super cheap, best done on places like Zenmarket (eBay is hit or miss with prices). Some sellers act as proxy to let groups of people buy out lots by picking an individual figure. I've gotten quite a few figures this way, and it's very cheap (half the price due to it being a fraction of the lot price).
I'd say the best bang for your buck are online anime shops within your country or area where the figures don't cost more than 20 something dollars, or groups where people sell their secondhand figures. And I can't find many flaws in AmiAmi, either.
