I don’t have any hard proof on this but I think they did this so they could still graduate the students because they “passed”. But because they don’t actually learn anything their standardized test scores are in the garbage and they can request more funding from the state.

They don’t want students to be held back because it looks bad, and they cost the school money while enrolled, but they can’t justify ever increasing budgets if students are at or above standards.

The students are just victims of the fraud.
