catwoman as a character and a hero symbolizes the idea of empowerment
bare with me because i do NOT mean white feminist sexual empowerment she is often associated with.
i mean in the ways she often represents the idea of taking power from those structurally "above" her by taking away their social, political, and economic capital/power.
one of the most commons scenes you will get in a catwoman story is selina taking back power from those who she is in conflict with through embarrassing them in some way. this can be in a physical sense like in catwoman (2002) #3 which showcases her habit of striping and tying men up. or in catwoman (2002) #11 and catwoman (1993) #54 where selina bypasses security designed for her with ease (repeatedly in the case of #54) to prove that she can & as a way to show off her abilities or even just fuck with someone who dared cross her. (highly recommend catwoman (1993) #54, she basically keeps stealing the same diamond over and over to make the guy who owns the museum its housed in's insurance go up a lot lmao)
these kinds of scenarios happen pretty consistently across her runs, where she takes delight in embarrassing people in various, often very creative, ways (including, though not limited by taking their money), as a way to destroy their social capital. this also connects with her habit of giving back, because often what ends up putting her in hot water (as in the case with catwoman 2002) is taking money from an antagonist and reinvesting it into her community, something that backfires because of the nature of the individual she is stealing from. (i.e. the antagonist getting back at her, causing her more problems then she started with by trying to end it with embarrasing her foes)
this also ties into her greatest fears, both in being disappointed and being reliant on others (as showcased in catwoman (1993) #58-60). because the ways she has always regained and retaken power, even in the case of her most fundamental backstories (catwoman 1989) is by outsmarting and embarrassing those trying to exercise their power over her. relying on others, or expecting things from them leaves her the space to be disappointed, and to be unable to exit from a situation unscathed and independent.
this also is explored in some of her complicated relationship with the older men in her life, such as stark (from selina's big score) because her backstabbing/outsmarting stark is another example of this habit of trying to regain power through embarrassing others and demonstrate her own independence. her hyper-independence in many ways is her protection mechanism to keep herself alive through the many trauma's of her childhood, (catwoman (2002) #12), and to be able to maintain or take any level of power-- and thus protection-- from the (often) men who hold power over her.
