ESSENTIAL GREEN ARROW
These are my recommendations for where to start with Green Arrow. I think it's the best way to get to know the character. This selection is focused on his beliefs and character development.
Peacemakers(Legends of the DC Universe #7-9)
This is the end of Dennis O'Neil's introduction to the trade Batman: Legends of the Dark Knight - The Ring, The Arrow and the Bat, which collects the Peacemakers story and Batman: Legends of the Dark Knight #127-131, which is a sequel to it.
I put this part of his introduction to show a little context of why this story is important and a bit of what it's.

Maybe you noticed that I skipped issue #87 here. The reason is that the Green Arrow story from issue #87 is just the beginning of a storyline that incomplete, will not really hit right in terms of his characterization. It only makes sense in relation to his character with the full storyline.
