Of the major regional cultures, none of them are particularly modest besides Castlet Bay, where people are expected to cover their chests and feet. (And obviously genitals but that applies to the other less modest groups as well.) There are some nudist cultures but they are not prominent in the major empire or even really acknowledged at all.
The shorter woman has a Falian background, where clothes are light and airy. Casual clothes are generally wraps, while work and religious clothing will be decorated silk and lace. Though her style is adapted to wholly cover her breasts as she lives in Castlet Bay, which is entirely disregarded in Atra'fal and the places around it.
The only major city-scale colony in the region of Alchor is Aelarn, which both borrows modesty taboos from the rest of the empire to its south and practical styling and material from the region for the cold. The taller woman here is a native to Alchor and carries a natural resistance to the weather like most other nomadic families native to the north, due to hybridizing with other species that originally carried the ability. (Notice the Falian woman has elven ears from similar intermingling.) They tend to stick to furs and skins to resist chill from mountain winds, but wool and cotton are used by a religious class to fully cover their bodies without the identifiers of furs and skins. Bones of the animals skinned are turned into prayer beads worn around the neck or arms.
There are no Cyphrese people in this larger piece to talk about but they have the most native distinct cultures in one region so they would probably need a dedicated post anyway.
