In short, yes, pixie dust plays a large role in Feybell's magic. While she does have a unique magic, she needs pixie dust to fly and to make things levitate. Pan however is half fae (more specifically a type of fae that went extinct after the human-fae war) that has the ability of flight, so he can fly without pixie dust
That's a really good question! Feybell was always taught to not approach humans by any means, so she was naturally wary of them. But she found out that a certain group of humans lived right near the outskirts of the Faeland, and her curiosity got the best of her, so she headed to the beach of their island to collect lost things. However there she found Pan instead. He was occupied with drawing fake marks on the sand with a stick, hoping he'd trick someone into digging there only to find nothing. He spotted Feybell first, and Feybell was intimidated by him as he was human sized and she was only a few inches tall, but after some time communicating through gestures, Feybell explained that she was looking for lost things, so Pan helped her find some. After that they began hanging out more often and eventually Pan learned to understand Feybell's fairy language. And now they're the best of friends!
