So some stuff about that pitch...
Dinosaur Games is primarily an art house. They’ve never actually released a game. The only game they’ve even talked about making is a game called MechKnight Chronicles, which was discussed at PAX 2013 and never really again. They’ve only contributed art to games since.
This makes them an unproven developer at best.
This also indicates SEGA likely saying “we don’t want this art style”, rather than “we don’t want a new Jet Set Radio.” Understandably, as the art style in the trailer is a rather large departure from the original and Future.
SEGA bringing on a team with no actual programmers like Dinosaur (no programmers were credited in the Proof of Concept), could mean them having to put one of their own studios on the game, all of whom are busy on various projects. Dinosaur does mention making a prototype of the game if this had gone through, but would you put an unproven team like them in charge of one of your most demanded IP’s?
SEGA has JSR on the mind. It hit top of both of their revival wishlist surveys. It’s been referenced a handful of times in PR and by other projects. Rejecting this doesn’t mean nothing’s gonna happen.
All in all, put your pitchforks down.
