S.T.R.I.K.E. is probably similar to DEVGRU (aka the guys who killed Bin Laden.) This means, that they are most probably hand picked agents, best of the best, proven in combat, speak several languages, good at blending in, even better at negotiations, and extremely mentally tough (it is said that when people are testing for DEVGRU, it s not their body but their minds tested.)
And all these people are lead by one guy: Brock Rumlow.
Most army higher ups are extremely smart and I doubt Rumlow is an exception. They are well versed in a lot of subjects, tactics being probably the main one. During WWII, a lot of military tactics were used for the first time. And boy, you bet your ass that Steve Rogers and his Commandos pioneered a shit ton of small unit, close combat and assault tactics in his time. And Brock Rumlow has studied them all. And know exactly who the mythic Winter Soldier is. And now that Steve Rogers knows who The Winter Soldier is, Brock Rumlow knows whats coming for him and what he will have to answer for.
I like to headcanon that this scene is the first time Brock Rumlow sees the Winter Soldier without his mask.
The Winter Soldier had a Russian specialist team with him on the bridge, not a STRIKE team. Although the fandom likes to think Rumlow worked closely with the Winter Soldier, it was probably safest for HYDRA if their S.H.I.E.L.D. double agents weren’t around for the Winter Soldier’s assassinations in case they were spotted by loyal S.H.I.E.L.D. agents. Also, like S.H.I.E.L.D., HYDRA surely practised compartmentalisation – nobody spills the secrets because nobody knows them all. Not even Rumlow.
So this is the first time Rumlow sees the Winter Soldier without his mask, and Rumlow is smart; of course he recognises Bucky Barnes from photos in the history books he read when he first started working with Steve.
And Rumlow knows Steve razed a HYDRA base to the ground for Bucky Barnes the first time he was HYDRA’s POW. Rumlow knows Steve will not stop until all of HYDRA is dead or captured.
This is Rumlow thinking, oh shit, we’re fucked.
And this is just after he sees the Asset’s brainwashing giving in under the weight of his memories of Steve and perhaps Rumlow is praying to all gods the wiping does its job otherwise he might have an overpowered 200 something lbs war machine turning against him
