1x12 is when Michael makes it clear that being there is no longer a need for him. It's a want. That's why he wants to explain his marriage to Sara. He doesn't wanna keep it doctor/patient between them.

Michael could've told her about the green card when she first asked about his marriage, but he's not the type to rescue and tell people about it. That's why Tweener had no idea that he saved him from T-Bag. For Nika, it was a full rescue. He paid the traffickers that brought her to the U.S. Then he married her for the green card so she wouldn't be deported.

Anyway... Michael has a very hard time in this scene with Sara in 1x12 because he loves her. I've combined the dialogues to show it...

"You don't have to explain it to me, Michael." "I know. But I want to." "At first. Yes. I needed to be here. But then I wanted to be here. With you."

In 1x13, it's Michael's "What if" conversation. He's not asking her to be that woman. He just wants her to know how he feels before he escapes. That's why he tells her it needs to be said. It's his goodbye.

As fate would have it, they fixed the pipe, so he might as well ask her to be that woman... because his escape requires he go through her anyway. That's why he slips her the origami crane. I should say that it's more of an offer than an ask from Michael.

"You ever think, in another life..."

He offers her another life in Panama. It's her choice if she wants to take it.
