He's sad because his sister Katy (Ukraine) won't surely come to visit him or even call him for war stuff and he can't ddo anything about it, he knows his boss too well for saying that even if he praises him to stop nothing will happen. USA tries to calm him down. But in the middle of the conversation, someone calls Alf for telling him that Carter died and now they're both sad af and they calm each other while they're both crying (too angst but too cute)
