I think President's Day would be his favourite because he's a walking encyclopaedia and gets to showcase his knowledge of all the founding fathers. He'd singlehandedly win the "President's Day Trivia Contest". The Fourth of July is Homelander's ultimate corporate holiday, it's the day Vought chose to be his "birthday" so it's the day he loathes the most. Getting paraded around for the public spectacle with no time to himself, it's not like he has anything to celebrate.
I can imagine the reader wanting to make Fourth of July special solely because of how miserable he gets. They'd surprise him after he comes home from filming his televised birthday special with a bunch of silly activities to make new fun memories. They'd buy a box of cheap sparklers and party horns, paint his face with the American flag colours (he'd hate it lol), and bake some America-themed cupcakes together so he can get a special one for his "birthday". And then to top the night off Homie would pick the reader up and fly out his penthouse balcony, hovering above the skyline for the perfect view so they can enjoy watching the fireworks.
